Adding New Subscription to Large Account Hierarchy Takes Long Time or Time Out

Goal
When adding a Subscription account to a large account hierarchy ( with around 6000 subscription accounts) , system is taking long time and time out.
Steps to Reproduce:
1. Create a Billing account with 2 Bill Units(Parent Account)
2. Create around 6000+ Service accounts with 2 Bill Units(Child Accounts) under the Billing account, both bill units attached to only one parent Bill unit
Note: Each Service account has around 12 services
3. Add one more service account to the above hierarchy.
Expected Result:
Billing gets triggered for all child and parent accounts, but in the case where there are only around 6000 subordinates even the billing should not take much time as its only open billing.
