Error Occurs When Executing RTLUASIL.KSH Batch: 'ORA-12154: TNS:could not resolve the connect identifier specified'

Users see the following error when running the Retail Insights RTLUASIL.KSH batch:
Steps to Recreate:
- Run RTLUASIL.KSH W_PRODUCT_DS
- Run RTLUASIL.KSH for any staging table with special enclosing characters in the data files. This will invoke PACK_SIL_RetailUniversalAdapterLoad.xml.
- The scenario loads the data with enclosing characters instead of ignoring them.
