Notification Center managed Notifications are not being sent out of CCB

Payment Received Notification Task does not send notification email to user when payment is received and Task is "due for notification".
- In OUCSS, create Payment Received subscription with email preference
- In CCB, Self Service Task (SST) for Payment Received is created
- Make a payment for the account, SST "Is Due For Notification" flag is set
- Run WX-NOTIF - no notification is sent out due to "Notification will not be sent. No active or default preference was found."
