TSR Need Is Not Calculated Correctly After Freezing Final Quanities Causing Threshold To Appear To Be Incorrectly Applied

The Target Stock Ratio (TSR) Need is not calculated correctly when Final values are frozen after applying Threshold Quantity Limit. The TSR Need is not displayed on the UI so that it might appear as though Threshold is not getting applied correctly. The root of the problem, however, is that the TSR Need is not calculated correctly.
Steps to Reproduce
1. Create an allocation with 3 or more stores such that the Need is much greater than the Available Quantity ensuring that TSR will kick in.
2. Calculate the allocation.
3. Apply Threshold.
5. Freeze the Final quantities for 2 stores.
7. The new TSR should be calculated based on the remaining available quantity of Total Available - Frozen Final. The Threshold will be applied on the new TSR Need. However, the calculation is actually using the original Total Available without adjusting for the quantities that are frozen.
