Symptoms

On OFSAA 8.0.2, when attempting to view  the batch monitor screen, the following Webpage Dialog error occurs.

In addition, the $FIC_APP_HOME/common/FICServer/logs/SMSService.log throws the following error:

When the query from the above log is run in the config schema directly from SQL*Plus, an error is also thrown:

ORA-01843: not a valid month.

The issue can be reproduced at will with the following steps:
1. Navigate to Operations -> Batch Monitor
2. Launch Batch Monitor screen.
