OFSAA Attribute Filter Not Showing the Custom Dimension Attributes (Doc ID 2168624.1)

Symptoms

On OFSAA 8.x, the Attribute Filter screen is not showing any of the custom dimensions.

ACTUAL BEHAVIOR
Have created a custom dimension named as Geography. This dimension was created as per the OFSAA standard dimension structure as below.
PFT_DIM_GEO_B
PFT_DIM_GEO_TL
PFT_DIM_GEO_ATTR
PFT_DIM_GEO_HIER

In the Dimension Attribute screen, the list of attributes is displayed. However when trying to create an Attribute filter and select the same geography dimension it does not list the attributes created. The drop down list shows "No Attributes Found". 

The same issue exists for all custom dimensions created.

EXPECTED BEHAVIOR
Expect to see the created attributes in the drop down list for Attribute Filter.

The issue can be reproduced at will with the following steps:
1. Navigate to Filters
2. Created new Filter and choose Filter Type: Attribute
3. Select the custom dimension
