Resource Gantt - Hours Chart is not displaying information correctly for ATP Plan (Doc ID 2169961.1)

On : version, Planner workbench

It would appear that when the ATP call puts records in the Requirements view on ASCP, the Gantt chart isn't accounting for these new records

Resource is 21 per hour for 8 hours = 168
Requirements: It doesn't appear it adds the resources to the requirements correctly. For example the routings for the models it is inserting have a cycle time, but it inserts the order qty instead of the rate in the hours/rate field.
On 6/10 the gantt chart on the setup hours(?) are 10.5. If this is the run rate, it doesn't appear to be taking into account the records that drop in the requirements view since the last plan run.

Gantt chart updates correctly

The issue can be reproduced at will with the following steps:
1. Run Plan
2. In the Workbench, navigate to the resource requirements window
