Creating An MTA-Wide Filter For Spam Using Unified Config

Symptoms
The goal is to create a system-wide sieve filter which will insert spam into the user's SPAM folder.
The configured spam scanners insert a header of "X-Brightmail-Spam" with a value of "SpamN" in email found as spam.
Following the Messaging Server System Administrator's Guide, the /opt/sun/comms/messaging64/config/imta.filter file was created with the following content:
The imta.filter file was world readable (-rw-r--r--).
The Messaging Server config was recompiled and the dispatcher was restarted:
# sbin/imsimta cnbuild
# sbin/imsimta chbuild
# sbin/imsimta restart
But, the filter seems to be inoperative -- spam email with the spam header/value correctly set by scanners are delivered to the INBOX, instead of the SPAM folder.
The same filter is working in an older installation of Messaging Server (7.0.5.32.0) with legacy configuration.
