"Domain Directory Must Exist" Error When Running 'upgradeADF' (Doc ID 2170535.1)

Symptoms

When attempting to run 'upgradeADF' as part of section 5.7.2 in the Installation Guide, the following error occurs:

wls:/offline>upgradeADF('f:/oracle/middleware/user_projects/domains/frdomain')
Error: readDomain() failed. Do dumpStack() to see details.
com.oracle.cie.domain.script.jython.WLSTException: com.oracle.cie.domain.script.
ScriptException: The domain directory must exist and contain config/config.xml
