Interest Rate Calculation's Date Criteria in the Rate Lookup is being ignored.

When an assignment is done with a RATELOCK Attribute, it is expected that the date used may be referenced in order to lock in a rate by referencing that DB Value along with the math section in Interest Rate Calculation BR. The need is to be able to lock a rate for one year on every deposit in a particular fund. Also need to consider that the rate may change on a daily basis, so that a deposit that came in yesterday would be locked for a year at a different rate than the one that came in today.

Rates should not be ignored.

The issue can be reproduced at will with the following steps:
1. Create assignment with RATELOCK Attribute.
2. Date used may be referenced.
3. Rate not locking.

The issue has the following business impact:
Due to this issue, users cannot Rate Lock.
