MBS-01058 Error When Building Map Containing a Model Edit (Doc ID 2170855.1)

Symptoms

Model builds are stopping due to a jumper model edit.  However the base conductor has not changed, this was verified by adding -report command line option to MBService and reviewing the report in $OPERATIONS_MODELS/reports.

Model builds on feeders are stopping due to errors such as that below even though the base conductor (413.241) is not actually being changed by the patch.

  Device (413.241) was temporarily replaced by model edit device (446.2030) in patch 38660. The new patch, Patch 39874 is attempting to modify or remove this underlying device, which is not allowed. The model edit must be removed in order for the new patch to succeed.

If the underlying device isn't changing the model build shouldn't have an error due to a jumper that exists on it.
