Allocations Are Not Locked For User/Session When Editing an Allocation (Doc ID 2171861.1)

Symptoms

Allocations are not being locked for current user/session when editing an allocation.

Steps to reproduce:
1. Login to Allocations
2. Search for an existing allocation
3. Edit selected allocation
4. Perform changes in existing allocation (locations, policy, etc.)
5. Login to Allocations using the same or different user
6. Search and edit the same allocation
7. Start performing changes while user 1 is still editing and changing the same allocation
8. User 1 saves allocation data (click "apply policy" and click "save" button)
9. User 2 saves allocation data (click "apply policy" and click "save" button)
10. No lock message is displayed when editing the same allocation and performing changes to the same type of information (e.g. list of locations or policy) at the same time
