Viewer Incident Count Out Of Sync When Turning broadcastIncidents Off, Entering Calls, and then Turning It On

Viewer incident count is not updated when broadcast incidents is not occurring, but when broadcast incidents is resumed, the count should get brought up to date. This may be working as designed, but does not seem right.
Product does not behave the same because it has broadcast incidents set to 0 for all modes.
When storm mode is changed to normal mode the incident count for said device should be updated in the viewer.
Broadcast Incidents set to 1 for normal mode and set to 0 for storm mode.
1. In normal mode, entered 5 calls for the same customer on the same device, and saw the incident count in the viewer go up to 5.
2. Changed to storm mode, and entered 1 call for the same customer on the same device. The viewer did not change (expected).
3. Changed to normal mode, and entered 1 call for the same customer on the same device. Even though trouble info shows 7 calls, the viewer says there are 6 incidents. Logged out and back in, and the viewer still says there are 6 incidents.
4. Stopped and restarted Weblogic, and now the viewer says there are 7 incidents.
