Syncpdc Not Synchronizing Service and Event Definitions

Even after forcefully executing syncPDC job, service and event definitions are not getting synchronized to PDC tool. There was no error in PDC, RRE, or BRE logs, and syncPDC job was executed successfully.
It is noticed that extracted xml files contain the newly created service and event definitions; however, they are not visible in the tool, and these extracted xml's are not getting moved to archived folder.
Custom event has been extracted by syncPDC and was in event.xml, and EventMap.xml was updated with mapping as well; but, this event is not loaded into PDC with below message:
INFO: Nothing to upload to the Pricing Server.
Since ECE is not in use at this time, event/service specification should not be required.
Consider this scenario for the Q&A:
1. created custom event "/event/delayed/session/telco/gsm/sms"
2. updated pin_event_map file as below:
/service/telco/gsm : /event/delayed/session/telco/gsm/sms : Delayed time GSM SMS event
3. load pin_event_map to DB
4. bounce the process
5. run syncPDc
