Syncpdc not Synchronizing Service and Event Definitions

Even after forcefully executing syncPDC job, service and event definitions are not getting synchronized to Pricing Design Center (PDC) tool. There was no error in PDC, Realtime Rating Engine (RRE), or Batch Rating Engine (BRE) logs, and the syncPDC job was executed successfully.
The extracted xml files contain the newly created service and event definitions; however, they are not visible in the tool, and these extracted xml's are not getting moved to the archived folder.
The custom event has been extracted by syncPDC and was in the event.xml, and EventMap.xml was updated with mapping as well; but, this event is not loaded into PDC with below message:
Since Elastic Charging Engine (ECE) is not in use at this time, event/service specification should not be required.
