ClassNotFound While Creating Billable Charge Characteristic Via DTO (Doc ID 2172831.1)

On : 2.5.0.1.0 version, BI - Billing

ClassNotFound While Creating Billable Charge Characteristic via DTO

In the process of testing the ORMB 2.5.0.2 Upgrade from version 2.4.0.1, an error is encountered.
One of the CM codes which create Billable Charge Characteristic programmatically by using the base com.splwg.ccb.domain.billing.billableCharge.BilllableChargeCharacteristic_DTO.newEntity() method is causing an error with the following message:

ERROR (cobol.entities.TRecordWrapper) Error loading class com.splwg.base.api.program.standard.b.chg.RecordCICBCHGT
java.lang.ClassNotFoundException: com.splwg.base.api.program.standard.b.chg.RecordCICBCHGT

This code has been successfully running on version 2.4.0.1. Both the calling method and the missing class appear to be base.

The issue can be reproduced at will with the following steps:
1. With existing custom code that worked in 2.4.0.1, attempt to create a Billable Charge Characteristic programmaticaly

 Upgrading from ORMB 2.4.0.1 to 2.5.0.2.
