Opening Specific Cases Produces Error Message 'Error No: 301300103" (Doc ID 2173329.1)

Symptoms

When opening a few specific cases the following error is being returned:

"Error No: 301300103 Description: The case id is not valid. It does not exist. Please try again."

The following is captured within the Error Log:

Argus Safety.COM :- Oracle error 8197 occurred.SQL execution error,
ORA-31061: XDB error: special char to escaped char conversion failed.
ORA-06512: at "SYS.DBMS_XMLGEN", line 7
ORA-06512: at "SYS.DBMS_XMLGEN", line 147
ORA-06512: at "ARGUS_APP.GSS_CASE_DLP", line 2831
ORA-06512: at line 1SQL: begin gss_CASE_dlp.P_CASE_LOAD(:PI_CASE_ID, :PI_ASSESSMENT, :PI_PARTIAL, :PI_1050, :PI_1051, :PO_CLOB, :PI_OPEN_READ_ONLY); end;"
