User With EPS Level Project Access Assigned Cannot See Any Projects in P6 Professional (Doc ID 2173350.1)

Symptoms

ACTUAL BEHAVIOR
---------------
A user that has EPS level Project Access assigned cannot see any projects.

EXPECTED BEHAVIOR
-----------------------
The user can see all projects that they are authorized for.


The issue can be reproduced at will with the following steps:

1. Login to P6 Professional.
2. Open the Projects Window.
3. Notice the issue.
