Periodic Report Generation is Failing in Child Tenants when Run Using BIP

Symptoms
Trying to process a DSUR report using BIP, the process does not complete. It hangs/fails at the point of "Request submitted to BIP for report Executing".
The issue is not observed for the Default tenant, but it is observed in all child tenants
Checking the bipublisher log file we find the following error:

Steps to Repeat:
----------------
1)Navigate to Reports > Periodic Reports > CTPR
2)In our case, we copied an exiting report
3)Click Print
4)In Report Batch Printing > Run Using field, select BI Publisher
5)Navigate to Reports > Compliance > Background Periodic Report Status Observe status sits at "Executing" at step "Request submitted to BIP for report Executing"
