Trouble with 5500 DACS Assignments on CLRs and scrambling of design lines.

On trying to fix mixed up T1 assignments by reconciling the parent STS/T3 CLR resulted in the loss of the DACS assignments at the T1 level.
Initiating a reconcile from the STS/T3 parent OC-12 gets the DACS port back on the T1 CLR’s, but assignments still aren’t in the correct order.
