How Can Oracle Knowledge Support the Alternative WebLogic Patching Described In docID 876004.1?

Customer is applying the WebLogic Server PSU Patch BUG21984589 to the WebLogic server following the instructions from docID 876004.1:
Basically they updated the CLASSPATH in the with the location of the patch jar file to deploy the new patch. This a supported WebLogic method of patching.
When executing the the patch jar is loaded and used during the startup of the managed server as seen from the WebLogic log. Note starting the manage server via the WebLogic Adminserver also loads the patch jar.

When executing the " start" command from the ICE prompt the patch jar is not loaded or used as seen in the Oracle Knowledge log file.
