Status Flags are not All Initializing in Web Workspace

Symptoms
On : 1.12.0.3 version, Web Workspace
A project was using a large number of flags through out their configuration.
These flags were specified in $NMS_CONFIG/jconfig/global/xml/SET_PERMISSIONS.inc.
The file SET_PERMISSIONS.inc was included in several user-type-specific Workspace.xml.
Intermittently, operators would log in to their environments, and they would observe odd behavior which stemmed from these flags not being properly initialized.
