Duties Incorrectly Calculated for Import Purchase Orders

In an import purchase order (PO), the Retail Trade Management (RTM) is calculating the duties incorrectly.
Sample Steps to Reproduce:
1. Create a new item.
2. Create an import PO.
3. Add item.
4. Add expenses.
5. Note that expenses are correctly calculated as 10*.05=.5 as shown in TEXP.
6. Add duty.
7. Cost + Expenses = 10.5
8. Duty calculated as 10.5*6% = .63. Duty shown on page is 0.03, which is incorrect.
