When Attempting ODB Regular Billing, Error Shows "The file is already in process" for Upload

On RMB v18.104.22.168.0, when attempting to test ODB Regular Billing, Error shows "The file is already in process" for Upload.
Patch 24301068 has been applied with its pre-requisites 22713071 23736387.
When attempting to test ODB Regular Billing, got the below error "The file is already in process" even though it's a new upload file. This error is not allowing the user to proceed further with generating Billable charges.

Text: The file is already in process.
Installed_fixes log shows all the patches applied. Error/User log from Application and data from CI_BCHG_HSTG and CI_BCHG_STG tables for respective database show the error.
Why is this occurring and how to avoid this?
