Why Start Date and End Date does not match after Import if Taskmode = Manual schedule

Steps to Reproduce
1. Import the attached project to PPM
2. Validate in highest level node in MS Project is TaskMode = ManualSchedule
3. Import the attached Project plan into PPM ( either PPM Engine and MS Project Engine )
4. Start date and end date does not match
5. Update the highest level node in MS Project is TaskMode = AutoSchedule
6. Import the attached project 2 plan into PPM
7. Start date and end date match.
