"Error in Submission" When Creating Report In "My Reports" Folder (Doc ID 2177352.1)

When attempting to create a report in a sub folder of "My Reports" section, the following error occurs.

Error in Submission ...

The issue can be reproduced at will with the following steps:
1. Login to Instantis EnterpriseTrack.
2. Configure Instantis EnterpriseTrack to show in Japanese.
3. Navigate to Reports > My Reports, choose a sub folder, click "Create report" icon.
