ASAP Transaction Logs need to be redirected to NEP/JNEP diags instead of the ASAP.Console (Doc ID 2177434.1)

Goal

Qn1: Currently, all ASAP transaction logs are redirected to single ASAP.Console file. It's because of this approach, there is a need to rotate that big ASAP.Console file weekly and restart ASAP. So, to avoid this weekly restart, a new approach is needed in which, transaction logs will not be redirected to ASAP.Console and instead will be written in NEP diag files in diag directory.

Qn2: As diag messages are redirected to NEP/JNEP files, we need to control NEP file size and number of files to be created. How to do that?
