Long SQL Text with Traditional Chinese Comment Fails to Save with "Add operation failed" Error in OFSAA SQL Rule (Doc ID 2177435.1)

Symptoms

On OFSAAI 8.0.2, Long SQL text will not save if greater than 4000 characters and including Traditional Chinese.

ACTUAL BEHAVIOR
Long SQL text with Traditional Chinese comment will not save in OFSAA SQL Rules Definition. If the SQL Statement length surpasses 4000 characters without Traditional Chinese comment (-- or /* .... */ ), it will save without issue and will be stored with separate sequence number in TABLE REV_SQL_RULE.
If the SQL Statement length is less then 4000 characters with Traditional Chinese comment, it saves without issue.

However, if the SQL Statement length surpasses 4000 characters with Traditional Chinese comment, it fails to save and popups an error message "Add operation failed".

EXPECTED BEHAVIOR
SQL Rules should save without error.

The issue can be reproduced at will with the following steps:
1. Define a SQL rule with more than 4000 characters INCLUDING Traditional Chinese comment.
2. Save
3. Notice error on screen
