Not All ITEM_SUPP_COUNTRY Fields Are Not Populated For SVAT Environment (Doc ID 2177855.1)

Goal

When the SYSTEM_OPTIONS.DEFAULT_TAX_TYPE is set to SVAT, when user creates a new item, the ITEM_SUPP_COUNTRY table fields 'NEGOTIATED_ITEM_COST', 'EXTENDED_BASE_COST', 'INCLUSIVE_COST', and 'BASE_COST' are not getting populated. The fields remain NULL.

Also, the ITEM_COUNTRY table does not contain any data. Why is this happening?
