ECE Unable To Create Session With Notification Queue

Goal

When the queue in AIA end configured with ECE pointed in JMS queue configuration is restarted, ECE fails to create session and no external notifications could be published to the queue.

And ECE nodes are restarted/rolling restarted, after this the session again gets created and notification publication comes back to normal.

Qn1: Why ECE is unable or failed to create session itself even after queue bounce is performed ?
 
Qn2: In the below  JMSConfiguration.xml configuration file,  what parameter should be set and what is the recommended value for that parameter?
