CAS Installation Is Blocked, User Needs "log on as a service" Rights

When installing CAS on Windows, the installer asks for a login and password:

Select an existing user logon and password to use when launching Endeca services.

Form field labeled User name, Password  and Domain name are displayed. After filling in these fields and clicking the Next button, a dialog box pops up with the message:

 Even though the username and password are usable to login to Windows, it is not possible to advance the installation beyond this point.
