Unable To View Config Object In PDC PS8 After Upgrading From PDC PS6 (Doc ID 2178163.1)

Goal

Upgraded PDC PS6 instance with config data like, Balance Elements, Service-Event Map.
Ran SyncPDC after upgrade successfully.

None of the config objects are seen in PDC Setup UI.
ImportExport utility gives the message "Cannot export business configuration objects. No matching objects found."

Tried to forceUpdate the SyncPDC, but got this error. The object "EventDelayed" of type "EVENT_ATTRIBUTE_SPEC" violated a unique constraint. The object with internal id: "4d2fe261-6967-4f85-b018-a468c1c24802" already exist. Scoped: "BCEventAttributeSpecDAO", Constraint: "CLASSNAME", Value: "/EVENT/DELAYED".
