Cannot Supplement Cancel an Engineer Work Order (EWO) when it contains Non-ordered Connections (Doc ID 2178227.1)

Symptoms

I canceled this order prior to designing them and now it seems to be hung. Below is a message I received. Prior order is 410704 See attachment. Error Message "Multiple Pending Orders exists for this Connection but no current or pending issues exist for design.
