<Bug 16964225> does not specify where the new logic is implemented

Based on the bug fix, a logic/business process was introduced in base routine CIPCSATN that 'when an SA is stopped an attempt is made to transition it to closed. Before calling routine to close the SA, check that the SA Type has the base define characteristic type(C1-CLSSA) and value using the SA Type Characteristic Row Maintenance Program. Only close stopped SAs whose SA Type has this base defined characteristic type and value'.

Where is the logic to check the characteristic type value from the SA Type? It is not found in CIPCSATN or other base code. Could you please provide information on where this logic can be found?
