Web Workspace Viewer Incorrectly Ignores Draw Order For Landbase and Background Objects (Doc ID 2178649.1)

Symptoms

On : 1.12.0.3 version, Web Workspace

The viewer is supposed to draw layers in the going from lowest to highest draw_order value.


The Viewer seems to ignore the Draw Order specified in the SPATIALLAYERS_LAYERS.inc file for any landbase or background object.


The viewer should always follow the draw_order when rendering the map


The issue can be reproduced at will with the following steps:
1. In $NMS_CONFIG/jconfig/ops/viewer/xml/SPATIALLAYERS_LAYERS.inc, set the Road-layer's draw_order to be higher than the conductor layer's draw order.



2. Install changes.
3. Start web workspace.
4. Load a map
5. Turn on land-based background.
6. Observe that conductors are still drawn on top
