Resource Availability not Calculated for an Organization that was Loaded via Legacy Collection (Doc ID 2179611.1)

Symptoms

In a VCP 12.2.5.1 Instance:
After running Legacy collection, resource availability is not collected, and resource shifts are not visible.

-- Navigation path, on how to consistently reproduce the issue.
1) Launch 'Legacy Collection' for each of the following entities:
Trading Partners, Department Resources, Resource Shifts

 

2) Launch the 'Calculate Resource Availability' concurrent program for the given instance code.

 

3) Go to the 'Planners Workbench'.  Select the proper organization.  Highlight the proper plan name.  Search for one of the collected resources.  Click on the 'Availability' button.  Note that resource availability was not calculated for this resource.
