Operating a Device That Has a Delegated Control Zone Condition Does not Change Energization (Doc ID 2179923.1)

Symptoms

If a device has a DCZ SafetyDoc condition attached to it, the system does not appear to recognize any device operations for that switch.  (Outages do not get created and conductors do not get deenergized.)

Devices with DCZ conditions on them should generate outages when operated.


The issue can be reproduced at will with the following steps:
1. Place a DCZ safety doc on a switch, open the switch
2. The lookahead pops up and shows the correct count of customers being dropped
3. An outage does not get created when the Open button is pressed, and the conductors downstream do not get deenergized

Changes

The inheritance.dat file was changed so the DCZ condition does not inherit from "tag".
