Missing Executables After Fresh Install of OC Server Code (Doc ID 2180051.1)

Symptoms

After installing the OC 5.1.0 Server Code, noticed that some executibles were missing from $RXC_TOOLS.

In the installActions log, errors similar to these are also noticed:
