Error: ORA-01017: Invalid Username and Password When Applying Patch Set Using the PatchUtility (Doc ID 2180168.1)

When applying a Patch Set for P6 EPPM the patching process freezes at about 40%, with the following error appearing in the logs:

The issue can be reproduced at will with the following steps:
1. Extract the compressed file (zip) for the patch set.
2. Browse to $patch_media_home/P6EPPM-15150/PatchUtility/$Operating_System/install
3. Launch runInstaller.cmd/.sh
4. On the "welcome" screen, click next.
5. Select the P6 Home and the Patch Source and click Next;
6. Provide the Weblogic connection details and click next;
7. Notice the above behavior.
