Why Doesn't a Clearance Reset Have an Option to Submit?

In Oracle Retail Price Management (RPM), why is there not a 'Submit' button in the UI for a clearance reset, when there is such a button for a clearance?  Currently there is only an 'Approve' button for a clearance reset.
