Cannot Login To Worklist After Using Fast Undeploy

Symptoms

After undeploying a cartridge users cannot login to the worklist UI. 

1. Deploy a sample cartridge (say view framework demo) and create some orders.
2. Deploy second sample cartridge and make sure that FAST_CARTRIDGE_UNDEPLOY variable is set to true in this cartridge.
3. Create some orders and undeploy only the second cartridge
4. Now try to login into OSM WebUI or OSM Task webclient. You will not be able to login.
