How to Disable Cross-Phase Energization Checking for Device Operations in NMS (Doc ID 2181923.1)

Symptoms

The customer's model has several nominally open bypass switches that have different phases on either side.
Occasionally, they needed to tie different phases in underground subdivision - allow closing devices cross-phase

On bypassed devices like reclosers, they would close the bypass (creating a loop) and then open the recloser breaking the loop.

They want to close the nominally open point to create a loop and then open an elbow elsewhere to break the loop.
If they do that currently, they get an error message stating "Cannot tie 2 different phases".

To get around that error, they have to open the elbow first which creates an undesired outage in the system, and then close the open point.
