NMS1.12 -- Users are Unable to Operate Devices on a Feeder Due to IndexOutOfBoundsException (Doc ID 2182242.1)

Goal

Users are getting a CloseDeviceCommand or OpenDeviceCommand errors when they attempt to open/close any device on a particular feeder. The feeder currently has a couple of devices 'off nominal' from an earlier restoration event, but they are now unable to put the feeder back to normal due to the following error messages presented in java console and user client log
