Experience Manager Promote Content Takes Much Longer Than Normal Before Timing Out

Information in this document applies to any platform.
After initiating a promote_content, the promotion process takes significantly longer than normal.
Eventually, a SEVERE message is logged in the App.0.0.log, and any remaining remote Assemblers are updated.
The issue occurs intermittently, and does not occur if the remote application servers are frequently restarted.
