Cannot Add Segment in Security Management for New OFSAA Instance

Symptoms
On OFSAAI 7.3.5.1.0, when attempting to create a new segment / folder the segment will not save.
ACTUAL BEHAVIOR
When user tries to Create a new Segment, Save button does not revert a response.
The following error is also found in the SMSService.log:

EXPECTED BEHAVIOR
Segment created successful message should be displayed.
The issue can be reproduced at will with the following steps:
1. Login to Application with valid user
2. Create a Segment from Administration --> Security Management --> System Administrator --> Segment Maintenance
3. Click on Save
