No New Business Results until Second Run of Calculate & ORA-00001 on PK_FSI_FINANCIAL_PLAN

Oracle Financial Services Analytical Applications (OFSAA)
In Oracle Financial Services Balance Sheet Planning (BSP) 126.96.36.199.2, when you select a COA / Entity combination without any existing new business forecast, you have to execute the Calculate twice to get new business results. Prior to the first execution, the balance driver is undefined (has #MISSING in Smart View) and all New Business Financial Elements are blank. The second time you run, the Calculate creates new business balances successfully.
After the first execution, the following errors exist in FSI_BSP_PROCESS_LOG:
[MSG-FATAL]: ERROR OCCOURED WHILE POPULATING FSI_FINANCIAL_PLAN [ORA:ERR] ORA-00001: UNIQUE CONSTRAINT (BSP.PK_FSI_FINANCIAL_PLAN) VIOLATED
[MSG-FATAL]: ERROR OCCOURED WHILE POPULATING BSP PROCESSING TABLES [ORA:ERR] ORA-01400: CANNOT INSERT NULL INTO ("BSP"."FSI_ALM_NEW_BUSINESS"."FBAL_SYS_ID")
For the second execution, the errors are gone.
