CreatePolicy Business Rule Is Not Working Properly When Invoked From A New Business Application

CreatePolicy Business Rule is not working properly when invoked from a New Business Application

The problem occurs when Issuing an application from New Business (aspolicy.systemcode=01) to Policy Admin (aspolicy.systemcode=02) in OIPA.
- A transaction CreatePolicy is invoked.
 - CreatePolicy has CreatePolicy attached rule.
 - The attached rule CreatePolicy manages to create a policy with aspolicy.systemcode=01
 - The policy fields definition used does not belong to the policy it belongs to the application.

Create Policy should not cause issues invoking.

The issue can be reproduced at will with the following steps:
1. Add CreatePolicy and process. The policy create from this transaction.
2. Where Application Number field is Empty when that field need to be populated
Checking the value of ApplicationNumber field at AsPolicyField , this value was not created at AsPolicyField

The issue has the following business impact:
Due to this issue, users won’t be able to create functional policies from NB.
