Batch Suspense Not Balanced Validation Failure

On : 10.2.2.2 version, General

ACTUAL BEHAVIOR
---------------
Batch Suspense not balanced validation failure

For batch suspense the user enters a total for the batch, and then keys in the detail records. They are supposed to get an error if there is a mismatch, but the validation is not working.

EXPECTED BEHAVIOR
-----------------------
OnSubmit validation executes when Release button is clicked. If there is an ERROR, an error message is displayed and the batch does not Release.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In BatchScreen Prototype PolicyScreenUpdate-InputModel
2. add to ActionSet FinalValidation an error which should display on Save/Release subsequent to the initial Save. (Initial Save sets the status to Pending.)

3. Go to application
Batch
PolicyScreenUpdate-InputModel
4. Enter 1 in Number of Rows to Display
5. Click Save
  Status changes from blank to ‘Pending’
6. In Detail Section Click Save
Release Button displays
7. Click Release
Batch is released, no error thrown

BUSINESS IMPACT

Due to this issue, Unreconciled batch is released creating erroneous SuspenseAdd activities on Policies.
