Usage Discount Issues for Fixed Charge Pricing Type (Doc ID 2185375.1)

On : version, Product (ex services)

The user has both call setup fee and duration based fee and has configured two Impacts in the 'Pricing' section for all the usage products. i.e., Fixed Charge and Per Second charge.

For example:
        $0.792             Fixed Charge
        $0.039867       Per Second Charge

For first $49, a discount should be applied. And once after $49, the customer will be charged normally.  

A Non-Currency resource ID will trigger the bucket every month, and discount is configured to act on this bucket till it's threshold.
Discount Trigger :  
       Bal (Non-currency)  less than '0'

       To select quantity ranges, evaluate "Charge" and Distribute value across applicable quantity ranges

Quantity Range:
       0 - Balance[PSTN Minimum XXXXX]
Discount Balance Impacts:
        Credit  $                                                         100 % on Step Charge
        Debit  Balance[PSTN Minimum XXXXX]            100 % on Step Charge

The issue is 'Step Charge' is not actually taking the 'Charge' coming in the step and it is considering the 'Total Charge'.  
Eg., The Balance[PSTN Minimum XXXXX] = -9.8  and the rated event for the Fixed Charge is $24,  instead of applying the discount only for -$9.8 , it is applying for the complete $24.  

It should applying the discount only for -$9.8.
