Often times user cannot migrate from one plan to another because the account is somehow exceeding credit limits for particular resource. Customer also observed that the problem is present for resources which have no credit limits set.
The following error occurs.
The issue can be reproduced at will with the following steps:
1. Create account with plan1
2. Do a plan transfer.
