InfoManager Change Category Sort To Alphabetical

On : 8.6 version, Information Manager Console
The actual behavior being reported is the sort order of Categories in IM is not alphabetical. In this release of IM, the categories appear randomly/not sorted properly. Rearranging them after the categories have been added does not resolve the issue.
It is expected that categories should appear in the Properties pane of the document in alphabetical order, not randomly.
In Information Manager Console:
1. Go Repository
2. Click Categories
3. Add categories A, D, B, C, E
5. When finished, click on Content add add content
Note: Categories are not alphabetized.
6. Go back to Repository
7. Go to Categories
8. Rearrange categories so they appear alphabetized
9. Go back to Content tab
10. Add content
Note: the properties pane is still not arranged alphabetically
Business impact is this causes some difficulty in validating the categories for the 50 states.
